In Loving Memory of Frances Nora Wall

Frances Nora Wall, a brilliant international business leader, mentor, and beloved matriarch, passed away peacefully on June 15, 2026, at the age of 68. Born on January 26, 1958, in Tulle, France, Frances lived a life defined by an adventurous spirit, a sharp mind, and a profound commitment to making a global impact.

Frances was a woman of vibrant spirit, best known for her boundless love of traveling. Whether exploring new cities, finding hidden gems, or embarking on long journeys, she possessed an adventurous soul that found joy in discovering the beauty of the world. Her passport was a collection of stories, but her favorite place to return to was always the embrace of her family.

Above all her adventures, Frances's greatest legacy is her family. She was the deeply proud and loving mother of her one and only daughter, Stefanie Tignor. Her role as a mother was matched only by the joy she found in being a grandmother. She leaves behind a beautiful tapestry of grandchildren who were the absolute light of her life: Hunter, Ella, and Rexie, as well as her beloved bonus grandchildren, Jessica, Steven, and Dominic. Each of them carries a piece of her adventurous spirit and unconditional love.

Fran spent her career successfully working to improve business practices throughout the world. Her work was truly global in scope and led to real, tangible changes in people's lives. For decades, she passionately mentored foreign students from American University and other institutions, helping them learn the international business and finance practices necessary to succeed in their home countries.

As the Business Manager for Jacobs Cordova & Associates, Fran worked with national governments and international institutions to secure the contracts that performed crucial regulatory impact analyses and risk-based inspections. Her efforts directly helped cut the red tape, slowing the growth of developing nations worldwide. While headquartered in Washington, DC, the firm expanded its reach with offices in Dublin, Ireland, and Mexico City, Mexico, alongside representative offices in South Korea and Vietnam.

Her expertise brought calls for assistance from governments across the globe—from Saudi Arabia, Guyana, Peru, Afghanistan, and Bhutan, to her foundational work in South Africa and Botswana, where her firm helped speed critical construction licensing processes.

Outside of her immense professional achievements, Frances was an explorer at heart. She had a deep passion for exploring the world area, experiencing new cultures, and embracing the outdoors through geocaching. An incredibly dedicated cacher known by her handle WWCD, she successfully found more than 10,000 geocaches, turning every corner into a personal adventure. Whether tracking down a clever hidden cache or exploring a new area, she approached life with curiosity, determination, and joy. Frances's vibrant energy, her global legacy, and her unconditional love will be deeply missed but never forgotten by her family, colleagues, and the countless individuals whose lives she transformed across the globe.

Frances was greeted in heaven by her beloved parents, John E. Wall and Jean Russell Wall, as well as her brother, John "Rusty" Wall, and her sister-in-law, Brenda Wall. Her legacy of love, adventure, and excellence lives on through her devoted family who survive her, including her daughter, Stefanie Tignor, and her significant other, John Goetz; her cherished grandchildren, Hunter Tignor, Ella Tignor, and Rexie Goetz; and her bonus grandchildren, Jessica Tignor, Steven Tignor, and Dominic Goetz. She is also survived by her loving sisters and brothers-in-law: Janet Green (née Wall) and her husband, Ronald; Mary "Biddle" Wall; Margaret Schmidt (née Wall) and her husband, Christian; and Katherine Tracey (née Wall) and her husband, Rodney.

The Service will be held July 31.2026 at Fort Lincoln Cemetery, Maryland at the main funeral home. Meet and greet at 9:30, Service will be held at 10:30 and Funeral will be at 11:30. Lunch will be held right after the service.
